The Guangzhou 110 Social Linkage System is a public security command and dispatch system built as one of the first special projects in several major central cities across China. Initiated by the state after the 9/11 attacks to enable rapid response to emergencies, its operating environment system and confidential (electromagnetic shielding) computer room were designed and constructed by Huian Technology. The project was designed to maintain leading domestic standards in design and functionality for a decade.
Serving as the emergency command hub for public security authorities, the platform integrates the functions of a network center, information center, information release center, communication center, dispatch center and monitoring center. It constitutes a rapid response system built through the organic integration of modern telephone communication technology, computer technology, wireless communication technology and modern transportation resources.
The project covers ten subsystems: electromagnetic shielding system, interior decoration system, power supply and distribution system, UPS system, lighting system, generic cabling system, lightning protection and earthing system, sound absorption and insulation system, environmental monitoring system, and OA intelligent raised access floor system engineering.
Upon completion and acceptance testing, the confidential shielding computer room achieved 125 dB performance in resisting electromagnetic interference and preventing
electromagnetic leakage and unauthorized signal interception, meeting the national Class C standard. The project won high recognition from the client, and relevant technologies have been widely promoted and adopted by sub-bureaus at all district and county levels. During an inspection tour of the computer room, leading officials of the Ministry of Public Security at that time spoke highly of the facility, recognizing it as a benchmark and model for similar projects nationwide.
